The driver, 23 year old Michael Canty, was wearing his seatbelt and was trapped inside the Jeep.  Trooper Powell cut him free with the help of several drivers who pulled over to help and freed him before the Jeep was completely engulfed.  Canty was taken to Rhode Island Hospital with serious injuries, and State Police are charging him with OUI, operating to endanger, and speeding.
